<font color="#333333"><span style="font-family: Arial">Peter Easton is alleged to have hurled foul-mouthed abuse at Pc Craig Henderson, of Durham Police, whenever they bumped into each other.</span></font><br />
<font color="#333333"><span style="font-family: Arial">Easton, 36, is said to have called Pc Henderson a “muppet” and other insults after finding out he was a police officer.</span></font><br />
<font color="#333333"><span style="font-family: Arial">Prosecuters claim that Easton’s hate campaign reached a climax when the officer’s girlfriend Katherine Dale’s £11,600 Volvo car was set alight while the couple were on holiday in Corfu.</span></font><br />
<font color="#333333"><span style="font-family: Arial">The vehicle, which had been soaked in petrol before being set on fire, was written off.</span></font><br />
<font color="#333333"><span style="font-family: Arial">Newcastle Crown Court heard yesterday Easton’s DNA was found on a petrol cap found at the scene of the blaze, as well as a secondary source identified as being DNA from an animal.</span></font><br />

Critics say it looks like a roller coaster gone badly awry. Fans say it's a landmark to rival the Eiffel Tower. <br />

London  got a towering new venue Friday, as authorities announced completion of  the Orbit, a 115-meter (377- foot) looped and twisting steel tower  beside London's new Olympic Stadium that will give visitors panoramic  views over the city. <br />
<br />
Some  critics have called the ruby-red lattice of tubular steel an eyesore.  British tabloids have labeled it 'the Eye-ful Tower,' `'the Godzilla of  public art' and worse. <br />

                        A man who put a golliwog with a noose around its neck in his kitchen window after arguing with his white South African neighbour has been convicted of racially-aggravated harassment.<br />
<br />
                Shane Hutchins (49), who is also white,  had rowed with his then neighbour on June 15, first asking if he was from Iraq, Leicester Magistrates' Court was told.<br />
<br />
                On learning he was from South Africa, Hutchins became abusive and told his neighbour to &quot;go back to where he came from&quot;.<br />
                &quot;He used another word which I later found out to be a derogatory term for a white South African,&quot; prosecution witness and former neighbour Stephen Wallace told the court.<br />
<br />
                Pc Alan Biggs said he interviewed Hutchins at his then address in Cliffe House Mews, High Street, Whetstone, after  the argument on June 15.<br />
<br />
                The officer returned to Hutchins' address on June 28 after  a call from the victim about the doll.<br />
<br />
                The officer told the court that anyone entering the area would  see the golliwog and, even if people did not find it offensive, the  a noose around its neck made it a disturbing sight.<br />

        A THUG threatened to “slit” his neighbour’s throat after she complained about his drunken behaviour, a court heard.<br />
<br />
    Booze-fuelled James Pettigrew hurled abuse at the woman when she asked him to keep the noise down.<br />
<br />
    Pettigrew (43) returned home to Killin Court in Shawhead and loudly buzzed the door entry system to get in at around 8.45pm on April 18.<br />
<br />
    At Airdrie Sheriff Court last week, fiscal depute Wendy McAdam, prosecuting, said: “The accused returned home drunk and was pressing buzzers that control the entry system and he disturbed a neighbour.<br />
    “She opened the window and told him to stop doing it and he said, ‘shut your f***ing mouth’ and threatened to slit her throat.<br />
    “This went on for some time and the police were contacted.<br />
    “They attended and traced the accused later on that evening.<br />
    “He was arrested, cautioned and charged and replied, ‘it’s all lies’.”<br />
<br />
    But Pettigrew, now of West Kirk Street, Airdrie, eventually pled guilty to the offence and appeared before Sheriff Frank Pieri last Wednesday to be sentenced for this and another separate, but similar charge, which he also admitted.<br />
<br />
    On August 29 last year at Monklands Hospital he behaved in a threatening or abusive manner by shouting, swearing and uttering threats of violence in a way that was “likely to cause a reasonable person to suffer fear or alarm”.<br />

        A SHAMED care home worker who was sacked for feeding a dog biscuit to a dementia sufferer was investigated by officials over “neighbour from hell” complaints.<br />
    Council chiefs sent Karen Morton, 49, an official notice threatening eviction after locals complained about a wild party at her home.<br />
    Locals said partygoers sang sectarian songs at the do.<br />
    It’s claimed 25 people were at the party in Wishaw, Lanarkshire, and the racket lasted nine hours. The allegations surfaced last August.<br />
    A source said: “Neighbours called North Lanarkshire Council’s task force at around 10pm after they claimed to have witnessed sectarian singing, shouting and swearing coming from Morton’s property.<br />
    “After council staff left the scene, the party continued to develop before finally coming to a halt at around 1am. The party was out of control.”<br />
    One local, who asked not to be named, said: “At first, she was fine but soon she was having parties, shouting and swearing and falling out with neighbours. It’s not a pleasant place to live now.”<br />
    Morton was sacked from Kirknowe Care Home in her home town last September after feeding a man in his 80s a dog treat at a party.<br />
    The Care Inspectorate are investigating.<br />
    North Lanarkshire Council declined to comment.</div>

Joyce  Blencoe described her horror at the severe injuries inflicted on her  mother, Emma Winnall, as she appealed for someone to turn in those  responsible for the vicious beating.<br />

<font color="#333333"><span style="font-family: Arial"><font color="#333333">NEIGHBOURS are relieved that “seven years of hell” have been brought to an end after the eviction of a nuisance neighbour.</font><br />
<font color="#333333">Several residents of Spalding’s Green Lane took to the stand at an eviction hearing in front of a district judge to describe how their lives had been made a misery by Kelly Groves, who carried out a catalogue of assaults, intimidation, racial abuse and drunken and rowdy behaviour in the quiet cul-de-sac where she lived.</font><br />
<font color="#333333">As a result of her behaviour, Groves has been convicted of common assault against one of her neighbours and a racially aggravated public order offence.</font><br />
<font color="#333333">An injunction was also issued against a frequent visitor to the property, Tafar Washoma – believed to be Miss Grove’s boyfriend.</font><br />
<font color="#333333">But one neighbour, who did not wish to be named, said the case is still casting a shadow over her life as she tries to avoid areas where she fears she may bump into Miss Groves and dreads a brick being thrown the window of her home in revenge for giving evidence.<br />

I am currently making a non broadcast taster tape for the BBC and we are looking for people to take part in short interviews describing their experiences.  </SPAN><br />
<br />
We would love to hear from anyone who is currently affected by a neighbourly disputes about the impact these issues have on people’s lives in order to help us emphasize the scale and variety of neighbourhood disputes in the UK to the BBC.<br />

<font color="#333333">The deceased male was dressed in a full wet suit, complete with scuba tanks on his back, flippers, and face mask. <br />
</font><br />
<font color="#333333">A post-mortem test revealed that the man died not from burns, but from massive internal injuries. </font><br />
<font color="#333333">Dental records provided a positive identification. <br />
</font><br />
<font color="#333333">Investigators then set about to determine how a fully clothed diver ended up in the middle of a forest fire. <br />
</font><br />
<font color="#333333">It was revealed that on the day of the fire, the man went diving off the coast, some 20 miles from the forest. <br />
</font><br />
<font color="#333333">The fire fighters, seeking to control the fire as quickly as possible, </font><font color="#333333">had called in a fleet of helicopters with very large dip buckets. <br />

<font color="#333333">While racing the engine, the motorcycle accidentally slipped into gear. <br />

<font color="#333333">The man, still holding onto the handlebars, was dragged along as it burst through the glass patio doors. </font><br />
<font color="#333333">His wife, hearing the crash, ran in the room to find her husband cut and bleeding, </font><br />
<font color="#333333">the motorcycle, and the shattered patio door. <br />

<font color="#333333">She called for an ambulance, and because the house sat on a fairly large hill, </font><br />
<font color="#333333">went down the several flights of stairs to meet the paramedics and escort them to her husband. <br />

<font color="#333333">While the attendants were loading her husband, the wife managed to right the motorcycle and push it outside. <br />
</font><br />
<font color="#333333">She also quickly blotted up the spilled petrol with some paper towels and tossed them into the toilet. </font><br />
<font color="#333333">After being treated and released, the man returned home, looked at the shattered patio door and the damage </font><font color="#333333">done to his motorcycle. <br />

<font color="#333333">He went into the bathroom and consoled himself with a cigarette while attending to his business. </font><br />
<font color="#333333">About to stand, he flipped the butt between his legs. <br />

<font color="#333333">The wife, who was in the kitchen, heard a loud explosion and her husband screaming. <br />
</font><br />
<font color="#333333">Finding him lying on the bathroom floor with his trousers blown away and burns on his buttocks, legs and groin, she once again phoned for an ambulance. <br />

<font color="#333333">The same paramedic crew was dispatched. <br />
</font><br />
<font color="#333333">As the paramedics carried the man down the stairs to the ambulance </font><font color="#333333">they asked the wife how he had come to burn himself. <br />
</font><br />
<font color="#333333">She told them. <br />
</font><br />
<font color="#333333">They started laughing so hard, one slipped the stretcher, dumping the husband out. </font><br />
<font color="#333333">He fell down the remaining stairs, breaking his arm.</font><br />

It was incredible to watch the life of this little boy having to live with this Congenital Melanocytic Nevus on his body it was so sad, he was a lovely young lad. He came from Columbia and lived in a small rural village.<br />

'I want to grow up,' Didier said 'But the mole won't let me.' says it all....<br />
<br />
Whilst watching the removal of this Nevus I wondered how his body would heal; it was an incredible operation and at one point they said they had removed 5.5 kilos - unbelievable.  <br />

PEOPLE living on a North Devon park home site say they are living in fear after vandals targeted their homes and shot at them from close range with bb (ball bearing) guns.<br />
The victims said the vandalism was unprovoked and could stem from the yobs targeting Hilton Park in Braunton because they think it is a traveller community.<br />

But Tony Brewster, the chairman of the Hilton Park residents' association, wants to make clear those who live on the estate own their homes as well as paying a ground rent to the land owner.<br />
He said his home was shot at a few months ago and if there had not been a second pane of glass in their double glazed windows the ball bearing would have hit his wife in the head.<br />
The retired union official, 71, said: &quot;It could be that they think we are travellers and considering the stigma around travelling communities it maybe the reason they are targeting us.<br />
&quot;They may not realise we are homeowners here.<br />
&quot;We all come from good backgrounds and we are retired people who just live a quiet life with no trouble — we are not second class citizens.&quot;<br />
The second incident of a bb gun shooting happened last week when the vandals targeted another home.<br />
Carolyn Greaves, 55, heard three shots at about 6pm on April 12 and by the time she went to see what was going on the culprits had disappeared only to find a hole in her window.<br />
She said: &quot;I'm afraid now and very nervous.<br />
&quot;Earlier this year I had people banging on my door in the middle of the night as well.<br />
&quot;Since last week I have taken down all my curtains so I can see what is going on outside better.&quot;<br />
Carolyn moved to Braunton last year with her brother from Surrey after their mother died. She said: &quot;My dog is now reacting to every noise and it is a horrible feeling thinking it could happen again.&quot;<br />
Both Carolyn and Tony believe the culprits are using a lane which links the estate to the river and gives them access to the health centre and Braunton Tesco.<br />
They have asked the landlord to put a lockable gate at the end of the lane which only the Hilton Park residents can unlock.<br />
The police have agreed this would be a sensible measure as they are still trying to trace who is responsible.<br />
Braunton PCSO Andy Frisby said: &quot;We have increased our patrols in that area and it is high on our priority.<br />
&quot;If anyone sees anything suspicious we urge them to call 999.&quot;</div>

Westcountry accountant Francis Clark has calculated the impact on sales, redundancies and consumer spending if plans to slap 20 per cent VAT on hot pasties go ahead.<br />

The firm estimates a reduction in turnover of £30 million among 40 firms, a £7.5 million cut in the pasty industry's spend and at least 400 jobs at risk.<br />
MPs have argued that if the impact on the economy is greater than the money generated from the Treasury tax grab then its proposals should be binned.<br />
Tax lobbyist John Endacott, partner of the Truro office of Francis Clark, said: &quot;The work undertaken by Francis Clark on the economic impact of the pasty tax suggests that it is likely to have a particularly adverse impact on Cornwall.<br />
&quot;A fall in pasty sales of 20 per cent is likely to reduce the turnover of the Cornish pasty industry by at least £30 million with a knock-on reduction in spending by pasty producers.<br />
&quot;The economic impact is likely to be particularly significant because of local sourcing of produce from farmers.&quot;<br />
But the full impact on the Westcountry is likely to be much bigger as the analysis only takes into account firms in the Cornish Pasty Association.<br />
The group represents a significant economic powerhouse – made up of small bakeries and big companies including Proper Cornish, Crantock Bakery and West Cornwall Pasty Company – but pasties made in Devon are also key to jobs on the other side of the Tamar.<br />
Critics argue that the proposals are counter-intuitive as they will hit one of the few manufacturing industries in Cornwall, which remains poorer than parts of Eastern Europe.<br />
Francis Clark prepared the figures for a briefing for Westcountry MPs ahead of last week's unsuccessful vote on a proposed VAT exemption for pasties.<br />
A Cornwall-led Commons rebellion saw the Government's majority slashed to just 35, representing the third biggest mutiny since the coalition came to power.<br />
All six of Cornwall's MPs – three Liberal Democrats and three Conservatives – supported the proposed amendment to the Finance Bill.<br />
They were joined by four Devon MPs: two from Labour, one Tory and a Lib Dem.<br />
Eight Devon MPs – seven Conservative and one Lib Dem – either voted against the exemption in line with Government policy, or did not vote.<br />
However, during a fierce Commons debate the Government announced it has extended the consultation on closing a series of VAT loopholes – including on caravans and church alterations – amid a huge backlash.<br />
The Government's consultation on effectively ending the exemption on baked goods in place since 1984 – which would add 50p to a £2.50 pasty – now ends on May 18.<br />
Mr Endacott went on that it was &quot;depressing&quot; senior Government ministers have &quot;made it clear that the government currently has no intention of compromising&quot;.<br />
He said: &quot;The vote in the Commons was disappointing as the Cornish MPs were unsupported by many of their coalition colleagues in the wider South West.<br />
&quot;However, a two-week extension in the consultation period does suggest that there is still hope – not the least of which could be transitional provisions so that any changes are phased – so we will continue to keep pressure on the Government.&quot;</div>

Why do I think that static holiday caravans should not be subject to a 20 per cent VAT burden which purchasers of touring caravans are obliged to pay? The Government describes the current situation as an &quot;anomaly&quot;. That is why it is proposing to apply VAT to static as well as touring caravans.<br />

But I have a problem with this proposal. Wherever a line is drawn an &quot;anomaly&quot; is usually created. The Government isn't resolving an anomaly, merely shifting it and creating a new one. It is no surprise that, in these straitened times, a Government tends to iron out anomalies by increasing rather than decreasing the scope of taxation and hence revenue to the Treasury.<br />
The new &quot;anomaly&quot; created by Government is that it will impose a 20 per cent burden on the purchase of static caravans that are used as holiday homes, whereas it applies no taxation on the purchase of static bricks and mortar holiday homes. The impact of this is that static holiday caravans which can only be occupied for a part rather than the whole of the year – i.e. for holiday use – will be discouraged. Therefore those people seeking to purchase a property for their regular holiday use may, as an alternative, purchase from the finite supply of houses and cottages, thus denying their availability to local families in housing need and adding to the inflationary impact this would have on the housing market, thus pricing properties out of the reach of local people.<br />
Static holiday caravan sites are an ideal solution to managing the demand for a permanent location for those regular visitors who wish to have a stake in our area, without denying a local family a home. The last Conservative Government introduced a very significant tax rebate for second home owners which had the opposite effect – a 50 per cent council tax reduction which cost the taxpayer hundreds of millions of pounds and which helped better-off people with their second homes when there were thousands of local families who couldn't afford their first. The Government should be doing the opposite to what it is proposing to do with static holiday caravans.<br />
Apart from that, the static holiday caravan market is a very important sector of the tourism industry in Cornwall. It brings an estimated £104 million each year into the local economy and accounts for 506,000 annual staying trips (figures supplied by Visit Cornwall). Expenditure by domestic and overseas visitors to Cornwall is in excess of £1.6 billion and tourism is estimated to support over 40,000 full-time equivalent jobs of which 26,000 are in business directly serving visitors.<br />
The fear in the tourism trade is that, if implemented, these changes will have a detrimental impact on the number of visitors and on employment both in holiday parks and many businesses which are indirectly supported by tourism spend such as local cafes, pubs, restaurants, visitor attractions and shops. Research for the British Holiday and Home Parks Association predicts that the tax will lead to one job loss for every 15 holiday park pitches left vacant.<br />
This week we asked the Government to review its position. Apart from proposing to extend the consultation time on the proposals by a further two weeks, the Government has not indicated that it is prepared to rethink.<br />
It is for that reason that I supported a proposed amendment which sought to delete the Government plan to increase VAT on static holiday caravan purchases and ended up voted against the Government when they refused to budge.<br />

The National Caravan Council says: &quot;This will inevitably have a grave effect across the industry. This tax targets one of the last great British manufacturing success stories and does nothing to encourage holidaying at home. There was no pre-consultation on this, and to expect companies to manage such a fundamental change within six months is unrealistic. Government's own forecast states that this could result in a reduction in demand for these items of 30 per cent; it considers, in its impact statement, that the VAT rise will affect only 750 businesses. The NCC questions both these figures – sales could plummet below Government's projected levels and it will, in reality, impact on 2,380 businesses, ranging from PLCs to SMEs. The market already faces difficult trading conditions.&quot;</div>

A Government clampdown on those &quot;languishing&quot; on incapacity benefit has seen 1,180 people told to find employment in Devon and Cornwall out of 3,530 people assessed. It represents around one-third of those vetted.<br />

But the true scale of the Department for Work and Pensions crackdown is yet to be revealed as less than one-in-ten people on the benefit have been tested. If the current rate continues, more than 16,000 could be told to find work.<br />
While many will welcome a crackdown on bogus claimants swelling the welfare bill, critics warn it causes distress for people with genuine illnesses or disability.<br />
Employment Minister Chris Grayling said: &quot;These figures show how much of a waste of human life the current system has been. Too many people have been left languishing on benefits for too long.<br />
&quot;We are providing support to those who need it, but it is right that those who are able to work should do so. It's much better to help people on the journey back to work than to leave them on benefits for the rest of their lives.&quot;<br />
Existing claimants will either be moved onto a new disability benefit called Employment and Support Allowance – which either means they do not have to work or will have to look for a job in the future – or Jobseekers Allowance. The process started in April last year.<br />
Nationally around 1.5 million incapacity benefit claimants are being reassessed, of which around 54,120 are in Devon and Cornwall.<br />
The crackdown in the region has produced varying results across the region. In Cornwall, 1,140 people were assessed of which 390 were found to be fit for work, or a rate of 34 per cent.<br />
In Plymouth, officials ran the rule over 700 people and took the benefit away from 250 claimants, or 36 per cent. Some 400 people were vetted in Torbay and 130 – 34 per cent – have lost the hand-out.<br />
Around 1,290 people were checked in the remaining eight district authority areas in Devon, and 400 were passed fit for work, a rate of around one-in-three. Around 42 per cent were told to work in West Devon – the highest rate in the region – but it was also the smallest assessment pool at 30 of 80 people.<br />
Charities have said the figures will not be as high as there is an appeal success rate of up to 40 per cent.<br />
Labour MP for Plymouth Moor View Alison Seabeck said she had been contacted by a number of constituents, worried about the review.<br />
Ms Seabeck said: &quot;It's important that abuse where it happens is taken out of the system. It's also important that people who can work and perhaps haven't got the confidence are assisted to work.<br />
&quot;But what we have to avoid is that people who really can't work are being asked to go through all sorts of hoops. Those people really shouldn't have had the distress they have had. That's down to the sensitivity of the test.<br />
&quot;As the process goes on one would hope it improves in terms of the quality of the assessment, and that lessons are learnt.&quot;</div>

Devon and Cornwall suffered one of the worst surges in crime in the country as the force slashed more than 100 police officers, latest official figures show.<br />
The Crime Survey for England and Wales – regarded as the most accurate indicator of crime levels – revealed that Devon and Cornwall was among only a handful of forces nationally to see crime rates rise.<br />

In the 12 months to December, the overall number of crimes in the two counties rose by 3 per cent to 89,613 – an increase only outstripped in Warwickshire.<br />
It also revealed worrying increases in robbery, which rose 12 per cent to 486 offences, and domestic burglary, which was up 16 per cent – the fourth biggest increase nationally – to 4,134.<br />
Crime rose in 11 of the 14 categories covered by the survey, with the only reductions being in vehicle crime, criminal damage and &quot;other&quot; offences.<br />
Figures to the end of March for Devon and Cornwall, which have yet to be published by the Home Office, put the overall rise at 6.4 per cent, or 5,498 crimes.<br />
Critics were quick to point out that rise coincided with the force reorganising and cutting police officer numbers to meet the near-£50 million budget cuts which have to be made by 2015.<br />
Sergeant Nigel Rabbitts, chairman of the Devon and Cornwall Police Federation, said the situation was &quot;entirely predictable&quot;.<br />
&quot;The Government cuts are biting hard now and are reflected in these figures,&quot; Sgt Rabbitts said. &quot;The blame lies with the Government, which has severely curtailed the options available to the chief constable.<br />
&quot;But the reorganisation has taken the focus away from everyday work which was driving down crime in the two counties. We were in a good place.<br />
&quot;It's not all because of the economic downturn – it's because we have changed the way we are policing and the figures are a clear indication that the system is not right.&quot;<br />
Government cuts, including the loss of the rural policing grant, will leave Devon and Cornwall with just 2,802 officers – a level last seen in the 1980s – from a recent high of 3,500. Some 500 civilian support jobs will also be axed.<br />
The regional statistics were in stark contrast to the national picture, with total recorded crime falling from 3 per cent to 4,043,339. Reductions of 7 per cent were recorded in violence, with a 3 per cent increase in robbery and a 5 per cent increase in &quot;other&quot; theft.<br />
Devon and Cornwall's figures will make uncomfortable reading for new Chief Constable Shaun Sawyer, who took the job on a temporary basis in March.<br />
The eight months he has in the post before the arrival of the new police and crime commissioner in November are being seen as his opportunity to stake a major claim for the post in the long term.<br />
Acting Deputy Chief Constable Sharon Taylor said there was &quot;nothing to suggest&quot; that the increase in crime was related to the loss of officers over the last 12 months, a period in which public confidence in the force had been maintained and visibility of officers had increased.<br />
She said the economic crisis and rise in unemployment may be to blame.<br />
&quot;To put the figures into context, they come on the back of repeated, substantial reductions in crime over a number of years,&quot; she said. &quot;In the case of burglary, offences halved in the four-year period before these figures.<br />
&quot;A lot of the increases we have seen in the last 12 months takes us back to where we were in 2010. We have not seen an explosion in crime. But we are extremely concerned about it and are taking a number of measures to address it.&quot;<br />
Ms Taylor stressed that Devon and Cornwall remained &quot;low crime areas&quot; and among the safest places to live in the country.<br />
She added: &quot;After significant number of years where crime was reducing year-on-year there had to be a point at which is would go back up. It is unfortunate that it was the last 12 months in which it chose to happen.&quot;<br />

Increasing numbers of suspected criminals are potentially avoiding prosecution due to a “limp-wristed” attitude to justice, after figures showed more than one-tenth of investigations ends up shelved.<br />
Details obtained by the Western Morning News show the Crown Prosecution Service (CPS) “discontinued” 2,339 criminal investigations out of 20,839 in Devon and Cornwall during the last year, a rate of 11.2%. It is an increase on 9.5% in 2008 (2,165 cases), and above the national averages of 10% for 2011 and 9.1% for 2008, respectively.<br />
<ol class="decimal"><li>&#8203;<img src="http://www.thisisdevon.co.uk/images/localpeople/ugc-images/275779/Article/images/15891042/3723305.png" border="0" alt="" /></li>

It has prompted criticism that the CPS is “too timid” when opting whether to take cases forward.<br />
Reasons for cases being aborted include poor health, public interest and immunity for defendants, while the CPS – whose job it is to present evidence from police against a defendant on behalf of the Crown – say some cases are dropped in favour of more serious charges. Lawyer and Conservative MP for South West Devon Gary Streeter said the public wanted to see justice for offenders and victims, and called on the CPS to have the courage to pursue convictions more readily.<br />
He said: “[The CPS is] far too timid in not taking cases to court.<br />
“The public would far rather see prosecutions taken all the way (to court) even if you don’t succeed than have some lawyer in Exeter or somewhere deciding ‘we won’t bother’.<br />
“I have seen how victims are distraught when their cases are discontinued. It sends out a number of messages, mostly bewilderment.”<br />
Asked about whether the cost of taking a case to court and the likelihood of a conviction should be taken into consideration when deciding whether to pursue a conviction, Mr Streeter replied: “I understand [the CPS’s] predicament, but if they are saying there are cases they want to take further but do not have the funds for then they should go to Government and make a cases for further resources.<br />
“The public wants to see prosecutions for offenders, not some limp-wristed attitude.”<br />
A CPS spokesman said the figures were influenced by a number of factors, adding that “it is impossible to give a definitive answer as to why [Devon and Cornwall’s statistics] differ from the national average”.<br />
He added: “The CPS continues to work with Devon and Cornwall Police, other partners within the criminal justice system and members of the communities we serve to constantly review and develop the way we work.”<br />
According to the statistics, released under the Freedom of Information Act, there were 17,917 successful convictions last year in Devon and Cornwall. This is a decrease every year since 2008, when there were 20,032 positive cases.<br />
The success rate, of 86%, is fractionally better than the national average, of 85.9%, but down on the regional 2008 figure of 87.5%.<br />
Of the 2,339 cases dropped in the two counties last year, 801 were for “public interest reasons”. It is a 50% increase on the figures for 2008.<br />
A spokesman for the CPS regionally said there were many factors which could determine what constitutes a case being dropped, but the most common was because the defendant had been sentenced for more serious offences.<br />
The spokesman said: “In deciding whether a prosecution is required in the public interest, prosecutors should take into account any views expressed by the victim regarding the impact that the offence has had. In appropriate cases, for example, a case of homicide or where the victim is a child or an adult who lacks capacity as defined by the Mental Capacity Act 2005, prosecutors should take into account any views expressed by the victim’s family.<br />
“However, the prosecution service does not act for victims or their families in the same way as solicitors act for their clients, and prosecutors must form an overall view of the public interest.”</div>

Somehow  &#8211; via a booby trap and an injunction &#8211; it ended with a police  helicopter and armed officers swooping to arrest Marc Lamont for  allegedly shooting at the folks next door.<br />

The  farmer was handcuffed in his country cottage and taken away over claims  he fired a pot-shot at one of the neighbours as she chased a runaway  horse that had strayed on to his property.<br />
<br />
The allegations were dismissed as lies by a court yesterday, leaving one man facing jail for perverting the course of justice.<br />

She has had one for 3 years and now has to re apply to be re-assessed and the form is much more stricter in the questions they are asking (and rightly so) to try and stop the ever mounting fraudulent applicants who lie through their teeth just to get a blue badge!<br />

No problem with it until I get to section 3 page 9... <br />

</ul>We were astounded when we read this - 3'4&quot; (40&quot;) for one step!!!!! Average!!!!!  I know the form is generalised, but I wonder how big and how tall you have to be to have an average step of 40&quot;???<br />

I measured my walking pace and it came out around 20&quot; per step!!!!  I am female just over 5'5&quot; tall.  My mother is about 5'3&quot; tall and takes smaller steps - so how on earth can they justify putting that the average step in as 40&quot; on a legal document that is supposed to help .<br />

Rang and spoke to the relevant department and the young lad agreed with me it sounded ridiculous and could lead to an elderly person giving the wrong information and being assessed as being able to walk to miles!!!!  He agreed with me that I could write &quot;added&quot; information next to each walking question to clarify information given otherwise answers could be misinterpreted!!!!<br />

<font color="#333333"><span style="font-family: Arial"><b>People have been told to behave themselves or risk being evicted from their homes.<br />
</b><br />
Police and housing association Spire Homes yesterday took action to evict a family who had been causing trouble at a home in Cromwell Court, Cromwell Road, Rushden.<br />
<br />
Insp Vaughan Clarke, police sector commander for East Northamptonshire, warned that such an eviction was a tactic which could – and would – be used.<br />
<br />
He said: “Eviction is a sanction and one we will use against these families who make life a misery for their neighbours.<br />
 “Anybody who comes to our attention through anti-social behaviour or criminality can expect a very strong focus on them.<br />
“This is a viable tactic to remove them from the community.<br />
“The eviction yesterday was led by Spire Homes, following a problem they had with one of their tenants.<br />
“We had concerns about anti-social behaviour and criminality associated with that address.”<br />
<br />
Insp Clarke said eviction was a serious matter because as well as leaving families homeless it would also prohibit them from renting private accommodation as the eviction would go on their housing record.<br />
<br />
A neighbour who lives near the home the family were evicted from in Rushden yesterday said: “I think it’s good they have done something, it’s definitely better them not being here.<br />
“When there’s people like that the police should do something.<br />
“It will be a better place now.”<br />
<br />
A Spire Homes spokesman said: “We always work really hard with local agencies and our residents to avoid evictions.<br />
“Sometimes, despite everyone’s best efforts, these fail to work and we are forced to take action.<br />
“It is always our preference to help people stay in their homes and work with them to maintain their tenancies.”<br />
<br />
A Kettering Council spokesman said it had evicted 25 tenants in 2011-12 and 24 in 2010-11 and used eviction as a last resort when all other approaches had failed.<br />
The council has a housing stock of 3,800 homes.<br />
<br />
The eviction warnings follow reports last month that hundreds of the county’s most troubled families are set to receive help to get back into work and school as part of a plan to tackle jobless yobs and anti-social behaviour.<br />

<font color="#000000"><span style="font-family: Arial">A 51-year-old man appeared in court today charged with the attempted murder of a four-year-old boy during a horrific Easter Monday stabbing.</span></font><font color="#000000"><span style="font-family: Arial">Steve Frogg of Mansfield was remanded in custody after a brief hearing at the town's magistrates' court this morning.<br />
</span></font><font color="#000000"><span style="font-family: Arial">The bloodsoaked child was found wandering the streets with multiple stab wounds after he was attacked outside his home while playing with a neighbour's kittens.</span></font><font color="#000000"><span style="font-family: Arial">Frogg's alleged victim, who cannot be named for legal reasons, is conscious and in a stable condition at the Queen's Medical Centre in nearby Nottingham, police say.<br />

<font color="#333333"><span style="font-family: Arial"><font color="#333333">A YOUNG family who made their neighbours’ lives hell with late night parties and shouting in the morning have been evicted from their home.<br />

<font color="#333333">The noise coming from Amy Kerr and Jamie Stewart (both 20) in a flat in the normally quiet Warwick Road in Walton, Peterborough, was so bad that their neighbours were even forced to sleep elsewhere, after being kept awake until 5am on a regular basis.<br />
</font><br />
<font color="#333333">One neighbour said they felt like Miss Kerr “ruled their lives’ because of the noise coming from the neighbouring flat.</font><br />
<font color="#333333">Landlords Cross Keys Homes started receiving complaints about the family in August last year, after other residents were subjected to ongoing disturbances day and night caused by loud music, shouting, arguing and visitors.</font><br />
<font color="#333333">After the complaints did not stop for eight months, bosses at Cross Keys Homes were forced to take action and serve a section 21 notice on the household. The resulting eviction was enforced on Thursday, March 15.</font><br />
<font color="#333333">Staff had attempted to offer additional support to Miss Kerr to help her remain in the property with her baby daughter.<br />

<font color="#333333">However, although Miss Kerr was given repeated opportunities to address the issue of anti-social behaviour and her conduct, the situation did not improve.<br />

<font color="#000000"><span style="font-family: Arial">A distressed cat lover who thought he had accidentally killed his kitten threatened a neighbour with a knife when he refused to help.<br />
Daniel Cavanagh’s bike fell on the kitten, stunning it and causing it to bleed heavily from the mouth.<br />
Fearing it was going to die, Cavanagh hammered on a neighbour’s door in Drakes Court, Longstanton, at 2.30am and asked to use the phone to make a call to his girlfriend.<br />
When the householder refused because it was late, Cavanagh drew a kitchen knife and said: &quot;If you don’t let me, I’ll stab you with this knife.&quot;<br />
Cavanagh, 22, appeared at Cambridge Crown Court on Wednesday to be sentenced having admitted affray and criminal damage at an earlier hearing.<br />
Marti Blair, prosecuting, said the victim told police he &quot;feared for his life and believed he was going to be stabbed.&quot;<br />
He managed to close the door, but Cavanagh then stabbed through it with the knife.<br />
Shortly after the victim saw the defendant walk away and heard a window in the hallway being smashed.<br />
Ms Blair added: &quot;The victim says he now feels uncomfortable living in the flat and said he could not imagine what could have happened had his wife opened the door.&quot;<br />
Cavanagh was arrested at his home address.<br />
He later admitted to officers that he pulled a knife on the victim and said he &quot;carried it for protection against other neighbours&quot;.<br />

A FOUL-MOUTHED yob has been banned from speaking to her neighbours after launching a hate-filled war of words.<br />
Alison Williamson hurled racial abuse at serving soldier Christopher Holmes about his squaddie’s uniform and dark skin.<br />
The 40-year-old used identical racist abuse toward Sharon Archibold on the same day, in September last year.<br />
Williamson, of The High Road, South Shields, pleaded guilty to causing alarm, harassment and distress.<br />
At Newcastle Crown Court yesterday, Judge Brian Forster banned her from communicating in any way with Mr Holmes and his girlfriend, or with their neighbour, Ms Archibold.<br />
Judge Forster told her: “Your behaviour, on any view, was truly shocking, it was unnecessary, it was insulting and it has caused considerable upset and distress.”<br />
