Obviously he's someone who is unable to control his behaviour, I hope that the Police detained him and he received a proper assessment of his mental well-being.

Hmm, once again it sounds like a person who is need of psychiatric help. You have to feel sorry for him, but you have to feel sorry for his neighbours as well.
