In theory it sounds great,l but in reality who is going to sign a form. People are shallow, everyone for them self. People will not want to risk the NFH, finding out that they signed the form. Especially if they are not moved, just given a order. Most of these get broken anyway. People prefer the easy option.

From what I have been able to glean, Severnside are a reasonably caring Housing Assocition.
I think there's a good chance that they might mean what they say! :)
