I found this on Google with a search of "never shuts up" + quiet. It's an article that expresses how much noise there is in Madrid and mime activists against noise that are trying to get people to notice the problem.

Hmmm, might give Madrid a miss when I go on my world tour (after I win the lottery ;) ) But it's good to see that there are moves afoot to try and lessen the noise :)
