Found a website called www.whatdotheyknow.com (http://www.whatdotheyknow.com) It gives details on how to ask for information if a government body is giving you the run around or mixed messages.
It covers health,Education,Millitary,Transport,Emergancy services,The courts,Media and culture, local authoritys & central government. You can send a request form and the body has to respond due to the Freedom of info act. It will either contain the info you want or real and valid reasons under law why it can't be given.
The site uses and gives details of the freedom of information act. The following link may also be of intereast. it explains about the law and it's use.
