i really agree with this. if a place is kept tidy and clean then people will generally respect that.

if they see a place is full of litter then they will think what the h eck and drop litter as well.

same with flytipping, if an area becomes known for flytipping and the council doesnt deal with it promptly then people will carry on flytipping there.
