A FORMER teacher has been slapped with an Asbo at the age of 60 after a nine-year campaign of abuse and harassment against her neighbours.
Nightmare neighbour Susan Frame made the lives of residents in the affluent Teesdale Avenue a "living hell" – turning into a no-go area for children too scared to even play in the street.
Spinster Frame's campaign began in 1999 after complaining about residents parking near her home and her neighbour's children playing in the street.
She bombarded police and council chiefs with calls on a daily basis – even turning her tirades of abuse towards council staff.
And she even bought a second car to stop people from parking near her drive and would use it to block her neighbours in to serve as a warning.
During her reign of misery she:
Cut a neighbour's hedge and piled branches in front of their door stooping them from getting in.
Has been verbally abusive and aggressive to neighbours.
Spied on her neighbours with CCTV cameras.
Constantly filmed, photographed and recorded residents movements and that of their children and visitors.
Made false allegations to authorities, wasting time and resources.
Since 1999, has been abusive and aggressive towards neighbours.
But her war on residents came to an end after magistrates gave her a two-year anti-social behaviour order and warned she could be jailed if she continues to abuse her neighbours.
Residents were so fed up of Frame they hired a minibus to take them to Hartlepool Magistrates' Court ready to tell of their years of suffering at the hands of Frame, who previously taught at the town's Manor College.
But after hours of negotiations between her lawyer and solicitors for Hartlepool Borough Council she accepted the terms of the Asbo.
Tony Macnab, from Hartlepool council, said: "The order is necessary to protect people from further anti-social acts by Susan Frame.
"Perhaps it will not solve all the problems of what has been going on but at least it should hopefully prevent them."
Magistrate Maureen Davison said: "We find that there has been anti social behaviour and it is necessary and appropriate that an order be made."
Miss Frame left notes on neighbours' cars if they parked anywhere near her home, and would deliberately block them in their drive.
Other residents told how she would shout at children in the street including those taking cycling proficiency tests and was on the phone complaining to police and the council up to every day.
Her solicitor Barry Gray said: "She concedes that the manner in which she sought to deal with these issues and activities was on upon occasion inappropriate.
"She also accepts the manner in which she sought to involve the authorities in particular Hartlepool Borough Council and Cleveland Police also upon occasion was inappropriate."
