I saw this website review of streetadviser.com on Lifehacker.com (http://lifehacker.com/399979/streetadvisor-rates-your-street) , it's basically powered by the user community to rate how good your street is.
It's limited to the US however it's the idea of it which captured my interest as I could see it being of great help to anyone is unfamiliar with a certain area to know how safe it is etc.
